Russia, the first to formally recognize the Taliban government after the U.S. withdrawal in 2021, is advocating joint efforts for security and development. Sergei Shoigu, speaking at a Shanghai Cooperation Organisation meeting, underlined the necessity of collaboration in security, trade, culture, and humanitarian aid.

Shoigu, Secretary of Russia's Security Council, urged the revival of the SCO's Afghanistan contact group. Despite its past designation as a terrorist movement, Russia now views engagement with Kabul as vital to counter security threats from Islamist militants.
