NHRC Issues Notices to Delhi Government, Police; Seeks Report Over Rape Of Class 2 Student in School

The NHRC today issued notices to the Delhi government and police seeking a detailed report on the alleged rape of a class two student of a New Delhi Municipal Council (NDMC) school in the upscale Gole Market area by an electrician on the school premises.

Taking serious note of the reported incident which took place on August 8, the National Human Rights Commission observed that it indicates "negligence" by school authorities and amounts to the violation of human rights of the victim.

"The incident is reported to have happened in a government school. Being the custodian of the students, the school authorities are responsible for the safety and security of its students, especially the girl students.

"Prima Facie the incident indicates towards negligence by the school administration," the NHRC observed.

It has issued notices to the Delhi Chief Secretary and the Commissioner of Police calling for a detailed report in the matter within four weeks.

The Chief Secretary has been asked to also inform whether all the guidelines and directions issued by the authorities for the safety of the students are being followed by the schools in Delhi.

The NHRC also feels that there should be a State Human Rights Commission in Delhi to deal with such cases of alleged violation of human rights.

However, until it comes into existence, it would continue addressing the issues pertaining to the NCT of Delhi.

The girl was leaving school on Wednesday when the accused, Ram Asre (37) allegedly took her to a pump room on the school premises and forced himself on her.

He also threatened the girl with dire consequences if she told anyone about it, the police said.

A case under relevant sections of the IPC and under the Protection of Children from Sexual Offences (POCSO) Act has been registered against him, they said.

A representative from the school said the victim's parents came to them at 10 am yesterday to inform them about the incident, and claimed that the accused was not employed in their school.

A number of parents staged a protest outside the school and raised questions about the safety of their children.
