The first session of the 17th Odisha Legislative Assembly began on a stormy note on Monday, with opposition parties BJD and Congress boycotting Governor Raghubar Das's address to the House. The boycott followed allegations of the governor's son assaulting a government servant.

Leader of Opposition and BJD president Naveen Patnaik led his party members in a walkout, followed quickly by Congress MLAs led by their legislature party leader Rama Chandra Kadam. Both parties cited the government's inaction against the accused as their reason for the protest.

Speaking outside the assembly, Patnaik expressed deep disappointment over the law and order situation in the state, criticizing the lack of prompt action. Congress lawmaker Taraprasad Bahinipati voiced similar sentiments, highlighting that the assaulted official was Odia, contrasting with the non-Odia identity of the governor's son. Both parties vowed to continue raising these issues throughout the session's 27 sitting days.
