The Delhi government's adoption of the Viksit Delhi Sankalp Patra was announced by Lieutenant Governor VK Saxena, aiming to fulfill promises made to residents. Saxena emphasized collaboration with the central government to achieve corruption-free governance, empower women, and rejuvenate the Yamuna River alongside providing clean drinking water.

During a session at the eighth Delhi Assembly, Saxena outlined the administration's priorities, which include improving education, advancing welfare for the poor, upgrading infrastructure, and regularizing unauthorized colonies. Departments have been tasked with creating a 100-day action plan to prioritize these initiatives, alongside presenting CAG reports evaluating past governance inefficiencies.

AAP MLAs protested during Saxena's address, leading to the expulsion of 12 members, including Leader of Opposition Atishi. The contentious atmosphere was further charged by Atishi's accusations against the BJP for allegedly removing BR Ambedkar's portraits from government offices, questioning the intentions behind such actions.
