Thailand Ends Offshore Energy Pact with Cambodia Amid Nationalist Sentiments
Thailand has terminated a 25-year agreement with Cambodia for joint offshore energy exploration. The decision, following armed conflicts, marks the fulfillment of Thai Prime Minister Anutin Charnvirakul's campaign promise. Cambodia regrets the termination and plans to resolve the boundary issue through UN mechanisms.
In a bold political move, Thailand announced on Tuesday the termination of a longstanding agreement with Cambodia regarding joint offshore energy exploration. This decision counters Cambodia's appeal to maintain the 25-year-old pact. The Thai cabinet decided to end the agreement, aimed at jointly exploring hydrocarbons in disputed areas of the Gulf of Thailand, following recent armed conflicts between the two nations.
This withdrawal fulfills an election promise made by Thai Prime Minister Anutin Charnvirakul. Earlier this year, Charnvirakul leveraged sentiments of nationalism kindled by intense skirmishes with Cambodia, becoming Thailand's first re-elected premier in 20 years. He clarified that ending the deal is unrelated to the border conflict, emphasizing it as a part of his policy due to the lack of progress over the decades.
Expressing disappointment over the termination, Cambodian Foreign Minister Prak Sokhonn confirmed that Cambodia would continue to address the boundary disputes following guidelines in the United Nations Convention on the Law of the Sea. Despite numerous meetings under the agreement known as 'MOU 44,' progress was scant, hampered by political instability and nationalistic resistance in Thailand.
The pact initially proposed a framework for joint offshore oil and gas exploration while conducting parallel talks for formal demarcation. However, contention remains as Thailand historically shuns international mechanisms like the International Court of Justice for border negotiations, favoring bilateral dialogue. With a ceasefire currently holding after fierce cross-border clashes, the situation remains tense, with each side accusing the other of instigating the conflicts that resulted in substantial casualties and displacements.
