The US Environmental Protection Agency has reached a landmark USD 4.2 million settlement with Philadelphia Energy Solutions, the former owner of a major East Coast refinery. This settlement follows a catastrophic explosion and subsequent fire in 2019 that permanently closed the facility.
The tentative agreement has been announced, with a 30-day public comment phase preceding final court approval. Significantly, the settlement amount marks the largest ever sought for a refinery under a Clean Air Act safety management clause.
Investigations revealed that the explosion was caused by a corroded pipe elbow within the refinery, which had been dangerously thinned over decades. The 1,300-acre site, now sold, is undergoing redevelopment and remains subject to an environmental cleanup supervised by relevant authorities.
