The Municipal Corporation of Delhi (MCD) has announced a revised plan to address the longstanding issue of relocating dairies from Bhalswa to Ghoga. Set for review by the Delhi High Court, the updated terms impose stricter eligibility requirements, higher annual fees, and the mandatory surrender of existing plots at Bhalswa following the proposed relocation.
The allotment committee has specified criteria for dairy operators, including a clause disqualifying those with fewer than five adult cattle as per an upcoming May 2024 survey. The proposed terms outline specific plots and corresponding fees, distinguishing between original allottees and others, with some fees tripling for non-regularized operators.
In an effort to streamline the process, the MCD is opting for a licence-fee model over lease terms, maintaining their ownership rights. While the plan looks comprehensive, no operators have yet submitted commitments. The urgency heightens as the Delhi High Court mandates an actionable relocation initiative from MCD.
