Shinzō Abe issues instruction in response to heavy rains in Fukuoka, Saga, and Nagasaki

Japan Prime Minister Shinzō Abe in response to heavy rains in Fukuoka, Saga, and Nagasaki issued the instructions. According to the prime minister, facebook post here are the instructions which are issued.
1) Provide the public speedy and adequate information on evacuation, heavy rains and the status of rivers
2) Coordinate closely with local governments and make an utmost effort in advance preparations including evacuation assistances so that the residents who are expected to be affected by inundation can evacuate, and
3) In cases that damages happen, identify them immediately and make utmost efforts in disaster response, putting people's lives first, working as the government as a whole.
Earlier Japan's meteorological agency issued an emergency warning to residents of Kyushu after the southern island suffered record levels of rain early on Wednesday that threatened to cause landslides, floods, and other natural disasters.
