A growing body of research suggests that the next phase of AI in education will be far more disruptive, challenging the foundations of how learning is structured, assessed, and governed. Instead of serving as a peripheral tool, AI is increasingly positioned as an active participant in the learning process, capable of shaping goals, guiding inquiry, and supporting continuous evaluation. A new academic study argues that this transition marks a decisive break from incremental digital enhancement toward a redefinition of education itself.

That argument is laid out in the study “Human–AgenticAI Learning Systems: Transforming Education Through AI Partnerships,” published in the journal Information. Authored by Peter Williams, the paper presents a conceptual framework for what the author describes as a human–AgenticAI learning system, an architecture designed to replace traditional content-driven education models with dialogic, competency-based, and continuously assessed learning environments. The study contends that current uses of AI largely reinforce legacy educational structures rather than addressing their core limitations.

From AI as a tool to AI as a learning partner

In this configuration, AI improves efficiency but leaves the underlying educational logic unchanged.

Unlike reactive or assistive systems, agentic AI can plan, reason, monitor progress, and adapt its behavior over time. When embedded within learning systems, these capabilities allow AI to participate in learning as an active collaborator rather than a passive service. The study frames this shift as necessary to address long-standing problems in education, including fragmented assessment, delayed feedback, weak alignment between learning and real-world application, and limited personalization.

The proposed model is based on continuous dialogue. Learning is structured around sustained interaction between human learners and AI assistants using Socratic-style questioning, reflective prompts, and iterative feedback. Rather than progressing through predefined content units, learners co-construct knowledge through inquiry, problem-solving, and collaboration across multiple contexts. AI agents support this process by tracking learner progress, identifying gaps, proposing challenges, and facilitating reflection.

The system also extends agency beyond individual learners. Tutors, mentors, and institutions are supported by specialized AI agents that coordinate learning activities, verify outcomes, and ensure ethical and regulatory alignment. According to the study, this multi-agent architecture enables a more distributed, resilient, and transparent learning environment than centralized learning management systems.

Continuous assessment replaces high-stakes testing

The study argues that traditional summative exams are poorly suited to measuring complex competencies such as critical thinking, collaboration, creativity, and ethical reasoning. These skills develop over time and across contexts, yet conventional assessment systems capture them only episodically, often through proxy measures that distort learning incentives.

The proposed human–AgenticAI learning system replaces high-stakes exams with continuous formative assessment. Every meaningful learner contribution, whether produced individually or collaboratively, is logged, analyzed, and contextualized by AI agents. Over time, this produces a detailed and verifiable record of learning that reflects both process and outcome.

Rather than separating formative and summative assessment, the study suggests that summative judgment should emerge naturally from accumulated formative evidence. Learner portfolios evolve dynamically, capturing not only what was learned but how it was learned, applied, revised, and transferred to new situations. This approach aligns with competency-based education models, where progression is based on demonstrated mastery rather than time spent in class.

The paper emphasizes that such a system does not eliminate human judgment. On the contrary, it requires sustained human oversight to interpret evidence, validate conclusions, and provide ethical guidance. AI agents assist by organizing data, identifying patterns, and flagging inconsistencies, but final responsibility remains with human educators and institutions.

The study also highlights implications for workplace learning and lifelong education. Because the system is not tied to fixed curricula or institutional boundaries, learning can extend seamlessly into professional environments. Skills acquired through work-based projects, simulations, or collaborative problem-solving can be documented and assessed using the same framework, reducing the disconnect between education and employment.

Managing risk, ethics, and control in agentic AI systems

While the paper is optimistic about the transformative potential of agentic AI, it devotes significant attention to risk management. The author identifies several threats that must be addressed before such systems can be responsibly deployed, including hallucinations, bias, loss of human control, and over-reliance on automated judgment.

To mitigate these risks, the proposed architecture embeds safeguards at multiple levels. Human-in-the-loop oversight is a foundational principle, ensuring that AI agents operate within clearly defined boundaries and that critical decisions are reviewed by humans. Cross-agent verification mechanisms allow AI agents to check each other’s outputs, reducing the likelihood of unchallenged errors or biased conclusions.

Ethical governance is treated as a system-level requirement rather than an add-on. The framework includes ethics libraries, regulatory constraints, and transparent logging of AI actions to support accountability and auditability. According to the study, these features are essential for maintaining trust among learners, educators, employers, and regulators.

The paper also addresses concerns about learner autonomy. By design, the system seeks to enhance rather than replace human agency. Learners are encouraged to set goals, reflect on progress, and negotiate learning pathways with both human mentors and AI agents. The role of AI is to support informed decision-making, not to dictate outcomes.

Importantly, the study positions its proposal as a conceptual model rather than a finished product. Williams acknowledges that technical, institutional, and cultural barriers remain substantial. Existing education systems are deeply invested in standardized credentials, fixed curricula, and hierarchical control structures. Transitioning to agentic AI-based learning would require changes in policy, accreditation, teacher training, and public trust.

Nevertheless, the paper argues that incremental reform is unlikely to address the scale of disruption already underway.
