The Asian Development Bank (ADB) has approved a $400 million concessional loan to aid the reconstruction of homes and community infrastructure in Pakistan's Sindh province, which was severely impacted by the 2022 floods.
The Sindh Emergency Housing Reconstruction Project aims to rehabilitate flood-damaged houses and infrastructure, focusing on enhancing community resilience against climate change-induced hazards. This initiative is a significant part of ADB's broader response to Pakistan's flood crisis, which includes a total assistance commitment of $1.5 billion from 2023 to 2025.
ADB Director General for Central and West Asia, Yevgeniy Zhukov, emphasized the project's importance: "This project will assist in rebuilding homes and restoring essential services in Sindh, the province hardest hit by the devastating floods. It is a crucial element of ADB's comprehensive support to help Pakistan recover from the disaster that affected 33 million people."
Sindh province experienced approximately 83% of the total housing damage from the 2022 floods, with around 2.1 million homes either destroyed or damaged. Two years later, many residents still live in inadequate temporary shelters without essential services like water, sanitation, and electricity.
The project will provide conditional cash grants to reconstruct 250,000 houses with resilient and environmentally responsive designs. It will also support the construction of community infrastructure, including drinking water facilities, sanitation systems, covered drainage, and renewable energy solutions for 100,000 households in about 1,000 flood-damaged villages. Additionally, grants will be allocated for livestock, agriculture, small enterprises, and e-commerce.
ADB Director for Water and Urban Development, Srinivas Sampath, highlighted the project's dual impact: "ADB's support will facilitate not only the rebuilding of Pakistan but also the promotion of community-led climate resilience and disaster risk management strategies to better prepare for future challenges."
The project aligns with Pakistan's resilient rehabilitation, reconstruction, and recovery strategy (4RF) and will adopt an integrated approach to ensure sector investments are complementary. A $500,000 technical assistance grant will also bolster the government's capabilities in procurement, safeguard compliance, and technical and financial management.
