The Inter-American Development Bank (IDB) and the European Union (EU) have launched a joint initiative to strengthen conditions for responsible investments in the critical minerals sector and their value chains across Latin America and the Caribbean (LAC). This ambitious project aims to support inclusive economic growth, enhance sustainable mining practices, and advance the global energy transition.

Funded by a €6.3 million grant from the EU's Latin America and Caribbean Investment Facility, the initiative will mobilize an additional €120 million in IDB investments for projects in Argentina, Bolivia, Brazil, Chile, and Ecuador. These efforts will prioritize the responsible extraction and processing of critical raw materials such as copper, lithium, and rare earth elements, all essential components in renewable energy technologies like batteries and wind turbines.

Key Objectives and Activities

The program is designed to:

  • Improve Mining Sector Governance: Strengthen institutional frameworks and regulatory standards for transparency and accountability.
  • Expand Geological Knowledge: Facilitate the identification and sustainable utilization of critical mineral resources.
  • Advance Sustainable Practices: Address environmental and social impacts of mining activities, ensuring alignment with global decarbonization and sustainable development goals.

Environmental and Social Sustainability in Mining

A key focus of the initiative is to confront the environmental and social challenges inherent in mining operations. The aim is to ensure that the sector supports not only decarbonization efforts but also fosters sustainable development in affected regions.

"Responsible mining of critical raw materials plays a key role in the green energy transition and can bring substantial economic benefits to Latin America and the Caribbean," said Claudia Gintersdorfer, EU Ambassador to Chile. "Our collaboration with the IDB will boost businesses, foster cooperation, and propel the green transition simultaneously."

Fostering Regional Growth and EU-LAC Partnerships

This program builds on strategic frameworks such as the EU Green Deal Industrial Plan, the Critical Raw Materials Act (CRMA), and the EU-LAC Global Gateway Investment Agenda. It aligns with agreements already established with Chile and Argentina, deepening EU-Latin America partnerships based on shared values of economic development, environmental sustainability, and a just transition.

"The IDB is committed to fostering sustainable growth and addressing global climate challenges," said Morgan Doyle, IDB Southern Cone Manager. "Our collaboration with the EU underscores the importance of international cooperation in driving advancements in sustainable development and environmental protection."

Broad Impact Across the Region

The initiative is set to directly benefit thousands of people and businesses in mining regions across Latin America and the Caribbean by promoting:

  • Economic Resilience: Diversifying economies in resource-rich areas.
  • Stronger Value Chains: Enhancing the region's capacity to produce and export processed critical minerals.
  • Environmental Sustainability: Prioritizing practices that minimize the ecological footprint of mining activities.

A Step Toward the Sustainable Development Goals

This partnership underscores a significant step toward achieving the Sustainable Development Goals (SDGs), addressing global climate challenges, and strengthening economic ties between Europe and Latin America. By fostering responsible mining and supporting the global energy transition, the program aims to position the LAC region as a leader in sustainable critical mineral production.
