The Asian Development Bank (ADB) and the Royal Government of Bhutan have reinforced their long-standing development partnership with a renewed focus on sustainable growth, climate resilience, and food systems transformation. The commitment was underscored during a high-level meeting between ADB President Masato Kanda and Bhutan Prime Minister Tshering Tobgay at ADB headquarters in Manila.

The engagement signals a deepening of cooperation at a time when Bhutan is emerging as a global model for environmentally conscious development and economic resilience.

A Model for Nature-Centric Development

ADB President Masato Kanda praised Bhutan’s globally recognized development philosophy, which integrates environmental preservation with economic progress.

“Bhutan is a living example of what it means to put nature at the heart of development,” Mr. Kanda stated. “Its approach offers valuable lessons for countries across Asia and the Pacific as they confront climate change and food security challenges.”

Bhutan remains the world’s only carbon-negative country, absorbing more carbon than it emits. Its constitutional mandate to maintain at least 60% forest cover—currently exceeding 70%—has positioned the country as a global environmental leader. These natural assets also make Bhutan a critical contributor to regional water security, with its Himalayan ecosystems feeding major river systems across South Asia.

Strong Economic Momentum and Reform Agenda

The ADB highlighted Bhutan’s robust economic performance, projecting growth of approximately 8.5% in 2025, driven by hydropower exports, tourism recovery, and public investment. The bank also welcomed Bhutan’s ongoing tax and fiscal reforms aimed at improving revenue mobilization, fiscal sustainability, and private sector participation.

These reforms are seen as essential for reducing Bhutan’s dependence on hydropower revenues and external financing, while diversifying its economic base.

$1 Billion Financing to Accelerate Transformation

ADB reaffirmed its commitment to provide $1 billion in financing to Bhutan between 2024 and 2028, targeting key sectors critical for long-term development:

  • Climate-resilient infrastructure to mitigate disaster risks and improve connectivity

  • Trade and regional integration to enhance market access

  • Public financial management reforms to strengthen fiscal resilience

  • Human capital development, including education and healthcare investments

This financing aligns with Bhutan’s broader development strategy and supports its transition toward a more diversified and innovation-driven economy.

Food Systems Transformation Takes Center Stage

Prime Minister Tobgay’s participation in the Eminent Speakers’ Forum at the ADB Asia and the Pacific Food Systems Forum 2026 brought global attention to Bhutan’s unique approach to agriculture and sustainability.

Bhutan’s food systems are increasingly being recognized for their emphasis on:

  • Organic and low-carbon agriculture practices

  • Climate-resilient farming techniques

  • Community-based resource management

ADB is actively supporting Bhutanese farmers through programs that enhance productivity, strengthen supply chains, and improve resilience against climate-induced shocks such as erratic rainfall and glacial lake outburst floods (GLOFs).

“Bhutan’s experience demonstrates that food security and environmental sustainability can go hand in hand,” Mr. Kanda noted.

The 10X Vision: Bhutan’s Ambitious Economic Future

A key focus of the discussions was Bhutan’s “10X National Economic Vision”, an ambitious roadmap to expand the country’s economy tenfold by 2050.

The strategy aims to transform Bhutan into a high-value, knowledge-driven economy by:

  • Expanding the private sector’s role in growth

  • Developing emerging industries such as digital services, green energy, and wellness tourism

  • Attracting foreign investment and innovation ecosystems

  • Leveraging Bhutan’s unique brand as a sustainable and mindful destination

The vision reflects Bhutan’s intent to balance rapid economic expansion with its core philosophy of Gross National Happiness (GNH), ensuring that growth remains inclusive, equitable, and environmentally sustainable.

Regional Relevance and Global Lessons

The strengthened ADB-Bhutan partnership comes at a time when countries across Asia and the Pacific are grappling with intersecting challenges—climate change, food insecurity, and economic volatility.

Bhutan’s integrated approach—combining environmental stewardship, economic reform, and social well-being—offers a scalable model for sustainable development in fragile ecosystems.
