Congress leader Jairam Ramesh highlighted the continuity in governance exemplified by the BrahMos missile, a product of Indo-Russian collaboration. He criticized the current ruling establishment's attempts to downplay this continuity, emphasizing BrahMos' inception during Manmohan Singh's prime ministership.

Ramesh noted that the BrahMos missile was a result of strategic collaborations initiated mid-90s by Dr. APJ Abdul Kalam and Dr. Sivathanu Pillai. An inter-governmental agreement was signed in 1998, paving the way for its development during IK Gujral's and Atal Bihari Vajpayee's tenures.

The missile was inducted into India's defense arsenal in significant stages: Navy in 2005, Army in 2007, and the air-launched variant in 2012. These developments symbolize the Indo-Russian partnership and advancements in India's missile technology during Manmohan Singh's tenure.
