President Donald Trump has signed a memorandum directing the Committee on Foreign Investment in the United States (CFIUS) to restrict Chinese investments in strategic areas. A White House official stated that the national security memorandum seeks to both attract foreign investment and safeguard U.S. national security interests against threats from foreign adversaries like China.
The memorandum accuses China of exploiting U.S. capital and innovations to fund and modernize their military and intelligence operations, posing direct threats to American security. As per the directive, the U.S. plans to implement new rules to prevent foreign adversaries, such as China, from exploiting its capital, technology, and knowledge to ensure investments align with American interests.
The Trump administration is also considering further restrictions on U.S. investments in China, especially in sensitive technologies like semiconductors and artificial intelligence. This step could heighten economic tensions amid existing trade issues. Notably, Chinese investment has already seen a sharp decrease, dropping to less than $5 billion annually by 2022 from $46 billion in 2016, according to Rhodium Group.
