UK Grants Special Licence Amidst Russian Sanctions

The UK issued a special licence permitting businesses to work with two sanctioned subsidiaries of Russian oil giant Rosneft, as they fall under German state control. Despite sanctions, Britain allows transactions with Rosneft Deutschland GmbH and RN Refining & Marketing GmbH under a German trusteeship arrangement to ensure energy security.

The United Kingdom, on Wednesday, issued a special licence that allows businesses to continue operations with two German subsidiaries of the sanctioned Russian oil giant, Rosneft. This move comes in response to Germany's state control of these subsidiaries to manage energy supplies amid the ongoing Russia-Ukraine conflict.

Last week, the UK imposed fresh sanctions against major Russian oil firms, Rosneft and Lukoil, accusing them of facilitating Kremlin's war efforts. However, Britain's latest licensing decision pertains specifically to Rosneft Deutschland GmbH and RN Refining & Marketing GmbH, crucial for maintaining stable energy operations.

Germany initially took control of these refineries shortly after Russia's invasion of Ukraine in September 2022 through a trusteeship arrangement. This legal framework, which must be renewed biannually, enables Germany to manage the Rosneft stakes in key refineries like PCK Schwedt, MiRo, and Bayernoil, ensuring energy security for the region.
