Sikyong Penpa Tsering of the Central Tibetan Administration brought attention to pressing global issues during the International Uyghur Forum held in Berlin. The high-profile panel discussion titled 'Testing Global Red Lines: East Turkistan, Tibet, and Taiwan' brought together political leaders from Europe and Asia to deliberate significant transnational concerns.

According to the Central Tibetan Administration, Tsering addressed the global unease over the succession of the 14th Dalai Lama amid China's attempts to assert authority over Tibetan Buddhist reincarnation traditions. He highlighted the Dalai Lama's enduring public engagements despite recent health challenges, underlining his unwavering dedication to promoting compassion and human values.

Emphasizing the Dalai Lama's guidance on his reincarnation, Tsering stated the Gaden Phodrang Trust holds responsibility for this spiritual decision—an assertion resonating with global Tibetan communities. Criticizing China's interference, Tsering argued that an atheist state influencing spiritual matters contradicts Tibetan Buddhism and undermines religious freedom.
