In his Budget Vote Speech, Cooperative Governance and Traditional Affairs Minister Velenkosini Hlabisa underscored South Africa's urgent need for a revamped disaster management approach in light of escalating natural calamities. Minister Hlabisa expressed condolences for lives lost in recent floods and fires, emphasizing the critical role of the Cooperative Governance department in responding to crises affecting communities across KwaZulu-Natal and the Western Cape.
The allocated budget for 2024/25, totaling R395.7 billion, prioritizes directing 95.9% (R379.61 billion) to municipalities and associated entities. This financial support aims to bolster local government operations, including disaster relief efforts crucial in mitigating the impact of disasters such as floods and fires.
Minister Hlabisa highlighted systemic challenges exacerbated by outdated regulatory frameworks unsuited to today's evolving risk landscape. He pointed out deficiencies in legislation that hamper timely and effective disaster response, particularly in funding allocated functions to municipalities under the Disaster Management Act and Municipal Systems Act.
To address these shortcomings, Minister Hlabisa proposed a comprehensive overhaul of the disaster management and fire services system. Drawing inspiration from international best practices, including models from New Zealand, Brazil, and Australia, the new system will prioritize risk reduction, integrate disaster management into all levels of government planning, and ensure adequate funding for resilience-building initiatives.
Acknowledging the need for inclusive disaster management, Minister Hlabisa emphasized collaboration across government spheres and with traditional leadership structures. He announced plans for extensive training on disaster management for Traditional Leaders in vulnerable areas, aiming to enhance their role in disaster response and community support.
Additionally, the Cooperative Governance department has initiated a Memorandum of Collaboration with the Department of Defence to involve Community Work Programme participants in disaster preparedness and community development efforts. This initiative underscores the government's commitment to enhancing disaster resilience and supporting affected communities nationwide.
Minister Hlabisa concluded his address by affirming the department's dedication to improving governance, efficiency, and effectiveness in disaster response. He pledged to work closely with stakeholders to implement the proposed reforms, ensuring South Africa is better equipped to manage and mitigate the increasing frequency and severity of natural disasters.
