In a groundbreaking initiative to harness and repurpose the vast pool of talent that narrowly misses out on final Civil Services selection, the Union Public Service Commission (UPSC) has launched the PRATIBHA Setu—a pioneering recruitment bridge that is fast gaining traction among both public and private sector employers.

Praised by Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences, and Minister of State for the PMO, Atomic Energy, Space, Personnel, Public Grievances and Pensions, the initiative is being recognized as a significant milestone in enhancing India’s recruitment and talent integration landscape.

A Bridge for Unutilized Potential

PRATIBHA, which stands for Professional Resource And Talent Integration, and Setu, meaning bridge, serves as a platform for connecting qualified yet non-recommended UPSC candidates to potential recruiters. These individuals have cleared multiple stages of UPSC examinations—some even making it to the final interview—but fall just short of securing a final appointment.

Traditionally, such candidates have had few structured avenues to utilize their skills outside the UPSC framework. PRATIBHA Setu corrects that mismatch. It offers verified recruiters access to a valuable, rigorously-assessed talent pool comprising candidates from examinations such as the Civil Services Exam (CSE), Indian Forest Service (IFoS), Engineering Services (ESE), and Combined Medical Services (CMS), among others.

From Passive Disclosure to Proactive Hiring

The platform has evolved from UPSC’s earlier Public Disclosure Scheme (2018), which simply published candidate information for public reference. PRATIBHA Setu has transformed this passive model into a dynamic interface, where 113 organizations have already registered to browse and recruit non-recommended but high-caliber candidates.

Recruiters can now securely log in, browse profiles of candidates who’ve given consent, and initiate direct outreach. This marks a shift towards a more transparent and targeted recruitment model, bypassing the limitations of traditional hiring channels.

Endorsement from Leadership

Dr. Jitendra Singh emphasized the forward-thinking nature of the platform, describing it as a practical way to redirect aspirational energies. “Many of these aspirants have demonstrated exceptional knowledge and dedication by reaching the final stages of highly competitive exams. PRATIBHA Setu ensures their efforts do not go in vain,” he said after meeting with UPSC Chairman Dr. Ajay Kumar.

The Chairman, meanwhile, reported that interest from corporate India is growing. Employers across various industries are approaching UPSC to tap into this reservoir of talent, especially as these candidates come with the credibility of having undergone some of the nation’s most rigorous selection processes.

A Win-Win for Candidates and Institutions

From the candidate’s perspective, PRATIBHA Setu offers more than just a job opportunity—it provides recognition, dignity, and career alternatives in meaningful roles. Many aspirants have already started viewing this as a parallel success track, instead of a fallback, which complements their preparation journey.

Institutions, on the other hand, gain access to pre-vetted talent without investing heavily in filtering or assessments. The system is particularly appealing to organizations seeking professionals with analytical skills, administrative aptitude, and domain-specific expertise.

Strategic Expansion and the Road Ahead

As UPSC nears its 100-year milestone in 2026, PRATIBHA Setu is emblematic of its evolution from a testing body to a broader human resource enabler. The exclusion of exams like NDA, NA, and select departmental promotions ensures the platform remains focused on serious administrative, engineering, medical, and forest service tracks where civil governance relevance is strong.

With increasing digital integration and proactive outreach, the portal is expected to expand its coverage, invite more participants, and possibly evolve into a larger ecosystem where mentorship, training, and upskilling may also be integrated.

Dr. Singh concluded that such platforms are key to ensuring efficient, inclusive, and future-ready governance models, while also solving systemic bottlenecks in employment and recruitment.
