Responsibility for the massacre was claimed by a faction linked to the Islamic State group, stating four gunmen targeted concertgoers awaiting a performance by a renowned rock band. The assailants subsequently set the venue ablaze.

Russian authorities, including President Vladimir Putin, have alleged Ukrainian involvement despite lacking concrete evidence, an accusation strongly denied by Kyiv. Investigations have identified the attackers as Tajikistan nationals, with additional suspects charged in absentia.
