The Ministry of Parliamentary Affairs has actively embraced the Rashtriya Karmayogi Jan Seva Programme, a nationwide behavioural training initiative designed to strengthen the spirit of service (Seva Bhav), accountability, and responsibility among government officers.
According to a written reply in the Lok Sabha, given by Shri Arjun Ram Meghwal, Minister of State for Parliamentary Affairs and Minister of State (Independent Charge) for Law and Justice, the programme has already begun making officers more self-aware of their roles while encouraging them to serve the public with greater dedication and empathy.
About the Rashtriya Karmayogi Jan Seva Programme
Implemented by the Capacity Building Commission (CBC), the programme is a large-scale behavioural training framework specifically designed for Central Government employees. Its core objective is to instil in officials a sense of public duty, strengthen workplace ethics, and create satisfaction in the work they perform on behalf of the nation.
The programme operates through a cascade training model:

Master Trainers (MTs) are first trained in every Ministry and Department through three-day capacity-building workshops.

These MTs then train batches of 30–35 employees each within their Ministry or Department.

Training focuses on interactive, context-driven learning methods rather than passive instruction.
Training Methodology
The Jan Seva Programme adopts a participatory approach rooted in the day-to-day experiences of civil servants. Training modules include:

Situational Exercises: Participants work together on problem-solving scenarios, exploring how to improve efficiency and responsiveness while adopting the “Karmayogi way of working.”

Team Design Exercises: Officers reflect on their roles, evaluate how their work contributes to departmental goals, and link their responsibilities to national priorities.
These exercises aim to foster collective thinking, accountability, and citizen-centric governance, encouraging officers to view themselves not only as administrators but also as public servants driven by Seva Bhav.
Strengthening Governance Culture
The Ministry highlighted that the programme’s initial rollout has already led to positive attitudinal shifts among officers. By reinforcing values of service, responsibility, and teamwork, the initiative is expected to improve public service delivery, reduce bureaucratic bottlenecks, and enhance citizen satisfaction.
Minister Meghwal noted that the Jan Seva Programme complements broader reforms under the National Programme for Civil Services Capacity Building (NPCSCB) – Mission Karmayogi, which aims to create a future-ready civil service rooted in efficiency, empathy, and accountability.
Way Forward
The Ministry of Parliamentary Affairs plans to continue integrating the Karmayogi training into its organizational culture, ensuring that every official understands their role in achieving the larger vision of citizen-centric governance.
As the training expands across Ministries and Departments, the programme is expected to become a cornerstone of civil service transformation, reinforcing the principle that government service is ultimately about serving the people of India with dedication and integrity.
