Stray Solutions: Himachal Pradesh's Cow Shelter Conundrum

In Himachal Pradesh's Vidhan Sabha, Agriculture Minister Chander Kumar addressed the stray animal issue, rejecting forest land allocation for cow shelters. In a heated Vidhan Sabha session, Agriculture Minister Chander Kumar emphasized that solving the stray animal problem in Himachal Pradesh requires societal awareness, not appropriation of forest lands for cow shelters. Speaking during a Private Member's Working Day, Kumar responded to BJP MLA Sukhram Chaudhary's proposal for new shelters across 68 constituencies.

The minister highlighted the limits of the government's resources, pointing out that existing shelters accommodate 21,360 animals with significant annual expenditures. He criticized private-sector shelters, suggesting some may operate with profit motives. Kumar urged legislators to foster awareness campaigns in their constituencies, aiming to resolve the issue at its root.

Discussions also included the strategy of involving the animal husbandry department in community dialogues. Further suggestions, such as radium collars on stray animals and stricter policies against animal abandonment, were debated. The importance of panchayat enforcement and innovative solutions to prevent road accidents and farming disruptions were also on the agenda.
