In his address at the ceremony, Kim emphasized that the district stands as a testament to the 'spirit and sacrifice' of the fallen troops. He expressed hopes that these homes would bring solace and a sense of pride to the grieving families, stressing that he expedited the project to provide such comfort.

Under a 2024 mutual defense pact with Russia, North Korea sent around 14,000 soldiers to Ukraine to support Russian forces, with over 6,000 reportedly killed in action. As North Korea prepares for the ninth Workers' Party Congress in February, these ceremonies underscore Kim's efforts to honor war casualties and solidify his regime's political narrative.
