DPIIT Hosts ‘Chintan Shivir’ to Chart Future of India’s Boiler Sector

The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, in collaboration with the National Productivity Council (NPC), convened a high-level ‘Chintan Shivir on Boilers’ in Hyderabad to shape the future regulatory and innovation roadmap of India’s boiler industry.
The strategic dialogue aimed to align the sector with national priorities, including Vision 2047, while fostering innovation, strengthening safety standards and enhancing ease of doing business.
Focus on Roadmap for a Modern Boiler Industry
The Shivir brought together policymakers, regulators, industry leaders and technical experts to deliberate on long-term reforms and industry preparedness.

The event was attended by Director General of NPC, Smt. Neeraja Shekhar; Joint Secretary, DPIIT, Shri Jai Prakash Shivahare; and Technical Adviser (Boilers) and Secretary, Central Boilers Board, Shri Sandeep Sadanand Kumbhar, alongside representatives from State Governments, boiler manufacturers, users, Third-Party Inspecting Authorities (TPIAs) and other stakeholders.
Boilers Act, 2025: Modernizing a Century-Old Law
A key highlight of the Shivir was discussion around the Boilers Act, 2025, which replaced the Boilers Act, 1923 — a pre-Constitution legislation.
Given that the Act governs safety of life and property, the Government chose to retain the core legislative framework while updating and modernizing its provisions.
The re-enacted Boilers Act, 2025, has been operational since 1 May 2025.
Participants were invited to provide feedback on the updated law and suggest improvements to further strengthen the regulatory architecture of the sector.

Industry experts emphasized the importance of adopting advanced materials, digital monitoring systems and improved inspection protocols to enhance efficiency and safety.

The programme concluded with a panel discussion and open house session, encouraging stakeholders to propose measures for:

The Shivir underscored the Government’s commitment to maintaining high safety benchmarks while enabling industrial growth and modernization.
