India and Russia have reaffirmed their deep-rooted strategic partnership and signalled a renewed push for expanded parliamentary and multi-sectoral cooperation, following a high-level meeting between Lok Sabha Speaker Shri Om Birla and a Russian Parliamentary delegation led by H.E. Mr. Vladimir Yakushev in Parliament House.

The interaction marks a significant step in strengthening institutional dialogue between the legislatures of both nations, at a time when India–Russia ties are diversifying into new domains such as artificial intelligence, clean energy, and advanced technology.

A Time-Tested Partnership Enters a New Phase

Welcoming the delegation, Shri Om Birla described India–Russia relations as a “model of international cooperation”, built on decades of mutual trust, strategic alignment, and strong people-to-people ties.

He noted that Russia has remained one of India’s most reliable partners since independence, and recent high-level engagements between Prime Minister Narendra Modi and President Vladimir Putin have further reinforced bilateral cooperation.

The meeting comes amid evolving global geopolitical dynamics, where both countries are seeking to deepen collaboration across economic, technological, and strategic sectors.

Parliamentary Diplomacy Takes Centre Stage

A key highlight of the discussions was the emphasis on parliamentary diplomacy as a driver of bilateral engagement.

Both sides agreed to:

  • Revitalise the Inter-Parliamentary Commission, last convened in 2018

  • Strengthen collaboration through Parliamentary Friendship Groups

  • Enhance engagement on global platforms such as:

    • Inter-Parliamentary Union (IPU)

    • BRICS Parliamentary Forum

    • G20 Parliamentary processes

India’s upcoming role as host of the BRICS Parliamentary Forum was also highlighted as an opportunity to deepen legislative cooperation and address global challenges collectively.

Expanding Cooperation Beyond Traditional Sectors

While defence and energy remain core pillars of the India–Russia partnership, the talks underscored a broadening agenda, with emerging areas identified for future collaboration:

  • Space research and exploration

  • Artificial Intelligence and digital technologies

  • Clean energy and sustainability

  • Trade and economic partnerships

This diversification reflects a shift towards next-generation strategic cooperation, aligned with both countries’ long-term development goals.

Strong Cultural and Educational Linkages

The meeting also highlighted the enduring cultural and people-to-people connections between the two nations:

  • Over 35,000 Indian students currently studying in Russia

  • Growing popularity of yoga and Indian cinema in Russia

  • Strong public participation in cultural events like the ‘Bharat Utsav’ festival in Moscow

Shri Birla expressed appreciation for the Russian government’s support to the Indian diaspora, noting that such ties form the backbone of bilateral relations.

Russia Reaffirms Strategic Importance of India

Speaking during the meeting, Mr. Vladimir Yakushev stated that the Indo-Russian strategic partnership remains a top priority for Russia, particularly in the context of global realignments.

He welcomed the formation of the India–Russia Parliamentary Friendship Group and confirmed that the visiting delegation would engage with:

  • The Parliamentary Committee on Communications and IT

  • Members of the Parliamentary Friendship Group

He also extended an invitation to Shri Om Birla to visit Russia and revive the Inter-Parliamentary Commission, signalling intent for sustained high-level engagement.

A Forward-Looking Agenda

Both sides concluded the meeting with a shared commitment to:

  • Deepen parliamentary exchanges

  • Expand cooperation across emerging sectors

  • Strengthen multilateral coordination

  • Enhance people-to-people ties
