India's efforts to build a strong green hydrogen ecosystem received a major boost with the launch of the Green Hydrogen Certification Portal of India (GHCI), a digital platform designed to bring transparency, accountability, and regulatory clarity to the country's emerging green hydrogen sector.

Union Minister for New and Renewable Energy and Consumer Affairs, Food and Public Distribution, Shri Pralhad Joshi unveiled the portal during the National Workshop on "Strengthening the National Green Hydrogen Mission: Through State Policies, Hubs & Infrastructure" in New Delhi. Developed by the Ministry of New and Renewable Energy (MNRE), the portal will support certification processes under the Green Hydrogen Certification Scheme of India and help establish a credible framework for producers, investors, and stakeholders.

States Emerging as Key Partners in Green Hydrogen Growth

Addressing representatives from states, industry, and various stakeholder organisations, Shri Joshi stressed that state governments will play a critical role in the success of the National Green Hydrogen Mission. He noted that six states have already introduced dedicated Green Hydrogen Policies, creating policy support mechanisms aimed at attracting investments and accelerating project development. Seven additional states have incorporated green hydrogen provisions into their existing industrial and renewable energy policies, while four more states are currently working on dedicated frameworks.

The Minister encouraged states to actively participate in developing infrastructure, industrial hubs, and supportive ecosystems that can help scale green hydrogen production across the country.

A coordinated approach between the Centre and states is increasingly becoming important as India seeks to build a robust hydrogen economy capable of supporting industries, transportation systems, and energy-intensive sectors.

The workshop also served as a platform for discussions on policy alignment, infrastructure development, investment opportunities, and strategies to strengthen industrial decarbonisation through hydrogen-based solutions.

Domestic Manufacturing and Industrial Adoption Gain Momentum

A major focus of the National Green Hydrogen Mission is reducing India's dependence on imported technologies and supply chains. Shri Joshi highlighted several achievements that demonstrate progress in this direction. Financial incentives have already been awarded to 15 companies for establishing indigenous electrolyser manufacturing facilities with a combined capacity of 3,000 MW per year. Electrolysers are a critical component in green hydrogen production, and strengthening domestic manufacturing is expected to support self-reliance while lowering costs over time.

The Minister also pointed to the growing adoption of green hydrogen within the refinery sector. Contracts have been awarded for the supply of 30,000 metric tonnes per annum (MTPA) of green hydrogen to major public sector oil companies, including Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL), Hindustan Petroleum Corporation Limited (HPCL), and Numaligarh Refinery Limited (NRL).

India's steel sector is also beginning to explore hydrogen-based solutions. Shri Joshi informed participants that ₹84 crore has been approved for pilot projects aimed at testing 100 percent hydrogen injection in steel manufacturing processes. These projects are expected to provide valuable insights into reducing carbon emissions from one of the country's most energy-intensive industries.

The National Green Hydrogen Mission is also making inroads into the fertiliser sector. Agreements have been signed for supplying 6.7 lakh metric tonnes per annum of green ammonia to 11 fertiliser plants. This step is expected to reduce reliance on imported feedstock while supporting cleaner industrial production.

Investments, Innovation and Clean Mobility Driving the Mission

Shri Joshi announced that nearly ₹208 crore has been allocated to support 37 hydrogen-powered vehicles and nine strategically located hydrogen refuelling stations. These projects are expected to help demonstrate the commercial viability of hydrogen-based transportation while strengthening the supporting infrastructure needed for future adoption.

An additional investment of ₹193.35 crore has been approved for seven national testing facilities that will play a crucial role in evaluating technologies, ensuring safety standards, and supporting product development.

Research and innovation remain central to the mission's long-term objectives. The Minister highlighted that a dedicated research and development roadmap worth ₹113 crore is currently supporting 21 approved projects. These initiatives are focused on advancing technologies that can improve efficiency, lower costs, and accelerate the adoption of hydrogen solutions across sectors.

In another major announcement, Shri Joshi revealed that ₹100 crore has been earmarked to support startups working on green hydrogen technologies. The first batch of nine startups has already been approved for funding support amounting to ₹22 crore. This initiative is expected to encourage innovation-driven solutions and create new opportunities for entrepreneurs in the clean energy space.

The regulatory framework supporting the sector has also been strengthened through the launch of the Green Hydrogen Certification Scheme and the finalisation of standards for Green Ammonia and Green Methanol. These measures are expected to create greater confidence among investors and establish clear benchmarks for industry participants.

Shri Joshi noted that under the SIGHT programme, incentives have already been awarded for 8.62 lakh metric tonnes per annum of green hydrogen production capacity. He also cited the successful commissioning of a 3,600 MTPA green hydrogen production plant by JSW in November 2025 as evidence of growing industry participation.

The Minister emphasised that India's clean energy transformation has accelerated significantly under the leadership of Prime Minister Narendra Modi over the past twelve years. Launched in 2023 with an outlay of ₹19,744 crore, the National Green Hydrogen Mission seeks to establish five million metric tonnes of annual green hydrogen production capacity supported by 125 GW of renewable energy.

The mission is expected to attract investments exceeding ₹8 lakh crore, generate more than six lakh jobs, and reduce annual carbon emissions by around 50 million tonnes. These targets place green hydrogen at the centre of India's broader strategy to strengthen energy security, support industrial competitiveness, and advance its climate commitments.

The launch of the Green Hydrogen Certification Portal marks another important milestone in this journey, providing a transparent and credible foundation for the next phase of India's green hydrogen expansion.
