Putin's announcement came during a speech at the Russian Foreign Ministry in Moscow as G7 leaders convened in Italy and ahead of a Ukraine-focused summit in Switzerland, notably excluding Moscow. The Russian President emphasized that his proposal seeks a 'final resolution' to the conflict rather than merely 'freezing it.'
Key conditions outlined by Putin include Ukraine maintaining a non-nuclear status, military force restrictions, and protections for Russian-speaking populations within the country. These broad demands are poised to be a significant obstacle to any negotiated peace.
