Attendees, whose exact number remains undecided—ranging from 400 to 1,000—will contribute to non-binding recommendations for Syria's new leadership.

In preparation for the conference, organizers, as reported by SANA, engaged with 4,000 participants in provincial meetings. These discussions underscored the necessity for constitutional reform, economic restructuring, and citizen involvement in governance. Notably absent from these discussions were the Kurdish-led Syrian Democratic Forces, highlighting continuing regional tensions.
