Judge Gregory Carro stated that the prosecution had insufficient evidence to prove that Mangione acted with the intent to intimidate health workers or influence government policy, which was necessary to classify the murder as terrorism. Mangione, handcuffed and in prison attire, was in court for the ruling. His next court appearance is scheduled for December 1. The federal government, meanwhile, is pursuing the death penalty in a separate indictment over Thompson's death.
