The Bhubaneswar-Cuttack-Puri-Paradip Economic Region (BCPPER) is central to Odisha's ambitious vision of reaching a USD 500 billion economy by 2036 and a USD 1.5 trillion economy by 2047, according to NITI Aayog's principal economic advisor Anna Roy.

During a stakeholder consultation meeting organized by the Odisha government and NITI Aayog, Roy unveiled the draft economic plan for BCPPER, focusing on a comprehensive growth-hub strategy. Usha Padhee, H&UD principal secretary, emphasized the initiative's alignment with India's vision of 'Viksit Bharat', which integrates economic growth with cultural preservation.

Development Commissioner Anu Garg described the distinctive characteristics of the core cities—Bhubaneswar, Cuttack, Puri, and Paradip —and stressed the need to maintain these unique traits amid urban expansion. The BCPPER roadmap includes over 65 priority projects and 37 policy reforms, guiding future developments in the region.
