CM Saini asks Haryana depts to set timelines for 2030 targets, launches AI planning tool
Haryana Chief Minister Nayab Singh Saini on Tuesday said that every department in the state should prepare year-wise timelines for the targets set for 2030, according to a statement. Director General of Swarna Jayanti Haryana Institute for Fiscal Management, Raj Nehru, informed the chief minister that the tool has been designed keeping the action plan in mind.

Haryana Chief Minister Nayab Singh Saini on Tuesday said that every department in the state should prepare year-wise timelines for the targets set for 2030, according to a statement. He said that merely setting goals is not enough; it is equally important to achieve them on time and regularly review them so that the benefits of schemes directly reach the people. Saini was chairing a meeting related to the 'Swarna Jayanti Haryana Institute for Fiscal Management' at the Civil Secretariat. During the meeting, various departments were reviewed regarding their 5-year implementation roadmaps. On this occasion, the chief minister also launched the ''Vision to Action Artificial Intelligence'' planning tool. Director General of Swarna Jayanti Haryana Institute for Fiscal Management, Raj Nehru, informed the chief minister that the tool has been designed keeping the action plan in mind. Its objective is to ensure clarity in 5-year targets while generating uniform departmental reports. The tool will also help departments easily track their year-wise goals. In this way, Haryana will be able to contribute in a phased manner towards the goal of Viksit Bharat 2047, fulfilling the vision of Prime Minister Narendra Modi, he said. During the meeting, officials from different departments, including the Industries and Commerce Department and the School Education Department, presented their plans and proposed works from 2026 to 2030, the statement read. He directed all departments to work in coordination with NITI Aayog and focus on reforms to ensure effective implementation of schemes for the maximum benefit of the people. Saini stressed the need to continuously monitor the ground-level impact of schemes within the stipulated timelines. He said that all departments should work collectively, adopt innovative approaches and prepare in advance so that the pace of the state's development can be accelerated further. The chief minister said that the education department should work under the New Education Policy in line with Haryana Vision 2047. The chief minister said that the Gross Enrollment Ratio in universities should reach 50 per cent by 2047, against the current 31 per cent. He said that four new polytechnic institutes would be opened in the state to equip youth with technical education. Land has already been identified for institutes in Gurugram, Khedi Talwana in Mahendragarh and Naraingarh. During the meeting, Industries and Commerce Department Commissioner and Secretary Amit Agrawal said that under Haryana Vision 2047, a comprehensive roadmap has been prepared to make the state a leader in industrial development, modern infrastructure and innovation. The vision aims to make the state sustainable, inclusive and a globally competitive industrial hub, he said. Agrawal said that the department has set targets till 2030 to strengthen the MSME and manufacturing sectors, improve the logistics system and promote green infrastructure. To provide industries with simple and faster services, the Single Window System 2.0 will be implemented by May 30, 2026, which will reduce approval timelines by up to 50 per cent. Simultaneously, emphasis is being laid on simplifying regulations to reduce compliance burden on MSMEs and further strengthen Ease of Doing Business. To generate employment opportunities for youth, 100 skill centres will be established in collaboration with industries, focusing on training and placements. Agrawal said that the state government has set a target of attracting nearly Rs 5 lakh crore in investments by 2030.
