In a move to bolster transparency, accountability, and technical compliance within India's rapidly evolving digital television ecosystem, the Telecom Regulatory Authority of India (TRAI) organized a comprehensive training workshop for empanelled audit firms of Digital Addressable Systems (DAS). The one-day event, held at TRAI Headquarters in New Delhi, brought together key stakeholders from the broadcasting distribution industry, including 43 TRAI-empanelled auditors, industry experts, representatives of Distribution Platform Operators (DPOs), and technical partners like Broadcast Engineering Consultants India Limited (BECIL).

The workshop marks a significant regulatory intervention aimed at enhancing the integrity of audit processes, ensuring fair play among broadcasters, and placing consumer interest at the heart of regulatory enforcement.


Ensuring Compliance Through Rigorous Audits

As per TRAI’s regulations, all distributors of television channels—ranging from large Multi-System Operators (MSOs) to local Cable TV operators—are mandated to undergo an annual audit of their:

  • Subscriber Management Systems (SMS)

  • Conditional Access Systems (CAS)

  • Other associated digital systems

The audits are to be conducted exclusively by TRAI-empanelled auditors or by BECIL, the government’s nodal agency in broadcast engineering services. Failure to comply can result in financial disincentives and potential regulatory action, reinforcing the seriousness with which the Authority views compliance in this space.

Chairman Lahoti Emphasizes Role of Auditors in Building Trust

In his keynote address, Shri Anil Kumar Lahoti, Chairman of TRAI, outlined the critical role played by auditors in maintaining the health of the broadcasting distribution framework. He noted that while technology enables greater efficiency, it also necessitates higher standards of compliance and oversight.

“The audit by empanelled auditors is necessary to ensure that the systems deployed by a DPO conform to the technical requirements as prescribed. Auditors must function not merely as technical reviewers, but as guardians of transparency, accuracy, and accountability in the digital TV value chain,” Lahoti said.

He further reiterated TRAI’s commitment to maintaining a fair and equitable regulatory environment that balances the interests of consumers, distributors, and broadcasters alike.


Spotlight on Subscriber Management and CAS Systems

Audits of SMS and CAS systems are central to ensuring that DPOs accurately capture subscriber data, manage entitlements, and maintain billing transparency. These systems form the backbone of the Digital Addressable System (DAS) regime, which was introduced to eliminate under-reporting, enhance revenue transparency, and protect consumer rights.

Some key compliance areas reviewed during audits include:

  • Encryption and decryption of content

  • Subscriber authentication protocols

  • Data security and record-keeping

  • Accurate implementation of channel packages and pricing

Improper deployment or manipulation of these systems can distort the level-playing field and negatively impact both consumers and content providers.


Industry Collaboration and Future Roadmap

The workshop also served as a platform for open dialogue between regulators, audit professionals, and industry representatives. Stakeholders discussed evolving technological challenges, including:

  • Integration of Over-the-Top (OTT) services into traditional DPO platforms

  • Managing hybrid broadcast-IP environments

  • Ensuring compliance amid growing regional content consumption

Based on the success and demand for such engagements, TRAI is expected to conduct similar training sessions periodically, strengthening a culture of self-regulation and industry participation in policy implementation.
