Multinational oil service company Halliburton is inviting eligible local companies to submit an Expression of Interest (EOI) for supplying goods and services across the oil and gas industry. The EOI aims to evaluate local interests and capabilities, connecting players to various oil and gas projects. Following submissions, a competitive bidding process will select preferred and alternative suppliers.

The African Energy Chamber (AEC) praised Halliburton’s initiative, emphasizing the potential for enhanced participation by African-based companies. This move demonstrates how international companies can spearhead local content development, even in countries lacking dedicated local content laws.

Categories and OpportunitiesThe EOI covers numerous categories supporting oil and gas operations, including:

Machine repair and operation tools

Oil, lubricants, and tires

Lifting materials and accessories

Welding and fabrication

Calibration, certification, and fuel

These categories not only support participation by local players but also enhance supplier diversity, enabling Halliburton to leverage competitive advantages from established relationships with local suppliers. The initiative also covers associated support services such as:

Car rentals

Medical clinics

Security services

IT hardware

Office supplies and merchandise branding

PPE and safety equipment

Transportation

Travel agencies

Additional categories include logistics services, auditing, tax and advisory services, manufacturing, storage, and electronics. This broad scope supports participation by companies active in various economic sectors, not just oil and gas.

Halliburton’s Commitment to AfricaHalliburton, the second-largest energy service company globally, maintains a strong presence in Africa, engaging in numerous large-scale energy projects. The company’s mission to drive sustainable energy projects across the continent is evident in its recent endeavors:

Namibia: In 2024, Halliburton won a contract for a deepwater multi-well construction project in Block 2914A. Despite Namibia’s local content policy being in the draft phase, Halliburton’s commitment to local content development remains strong.

Libya: In March 2023, Halliburton secured a $1.4 billion contract with Honeywell to develop oilfields and a refinery for Libya’s National Oil Corporation.

Senegal: Halliburton has been instrumental in the first phase of the Sangomar Oilfield Development, creating employment opportunities and collaborating with local service providers.

Nigeria: Halliburton secured a $300 million deal with Shell Petroleum Development Company for a large-scale offshore gas project, reaching a 10-million-barrel milestone in 2023.

The EOI underscores this commitment, demonstrating that oil service companies can proactively support local content without waiting for legislation.
