Mongolia Advances E-Business 2.0 to Boost Services, Cut Informality and Spur Growth

Mongolia has taken another major step toward strengthening its digital economy with the successful completion of the third workshop on enhancing the national E-Business platform, held on 4 November 2025. The event brought together representatives from five ministries, 30 government agencies, IT specialists, and social partners, reflecting strong cross-sector commitment to modernizing public service delivery.
The workshop was jointly organized by the Ministry of Economy and Development (MED) and the International Labour Organization (ILO), highlighting the importance of international cooperation in supporting Mongolia’s digital transformation.
A Platform Driving Business Growth
In his opening remarks, N. Uchral, First Deputy Minister and Minister for Economy and Development, underscored the platform’s increasing significance in facilitating enterprise development. “Since its launch, more than 1,000 new businesses have been registered, and over 40,000 unique users have accessed the system. The E-Business 2.0 upgrade will take government e-services to the next level.”
The improved platform aims to streamline interactions between businesses and government agencies by digitizing essential public services such as business registration, tax documentation, licensing, and compliance processes. E-Business 2.0 also aims to enhance coordination across state institutions, reducing bureaucratic bottlenecks and improving overall governance.
Promoting Formalization and Economic Transparency
One of the central objectives of the upgraded system is reducing informality in Mongolia, where more than 40% of the workforce operates outside formal systems. By simplifying administrative procedures, ensuring transparency, and expanding digital access, the platform is expected to:

These reforms align with Mongolia’s national program, “Increasing exports, facilitating trade, and improving the business environment,” approved by the Government. The digitalization of services is seen as a catalyst for competitiveness, investment, and inclusive economic development.
Interactive Discussions on Regulatory and Digital Reforms
The workshop featured interactive group sessions, expert presentations, and policy discussions. Participants analysed existing regulations that may hinder business development and explored how digital tools could streamline operations for enterprises, especially MSMEs that often face barriers accessing traditional government services.
Officials from various ministries demonstrated the outputs of their collaborative group work, showing proposed improvements to workflows, user-interface designs, and inter-agency service integration. These proposals contribute directly to shaping the next phase of E-Business 2.0.
Continuous Collaboration for Sustainable Impact
Stakeholders at the workshop stressed that effective implementation of E-Business 2.0 requires sustained cooperation among government bodies, development partners, and the private sector. Strengthening cybersecurity, expanding rural connectivity, and upgrading civil servant digital competencies were identified as essential next steps.
The ILO reaffirmed its support for Mongolia’s digital governance initiatives, emphasizing that accessible e-services contribute to economic formality, job creation, and social protection expansion.
As Mongolia continues modernizing its business environment, the upgraded E-Business platform is poised to become a cornerstone of national economic transformation—making public services more efficient, transparent, and responsive to citizens’ needs.
