The Government of India, in partnership with state administrations, is executing the Jal Jeevan Mission (JJM)-Har Ghar Jal, aimed at ensuring tap water supply to every rural household. At the mission's inception in August 2019, only 3.23 crore (16.8 per cent) rural households had access to tap water connections, according to the Jal Shakti Ministry.
As reported by States and UTs as of August 1, 2024, around 11.80 crore additional rural households have been equipped with tap water connections. This brings the total to over 15.03 crore (77.83%) of the 19.32 crore rural households, the Ministry noted. As of now, 11 states and UTs have achieved ‘Har Ghar Jal’ status, signifying 100 per cent household tap water coverage, with others at various implementation stages.
States have reported numerous challenges, including unreliable water sources in arid regions, geo-genic groundwater contaminants, geographical disparities, and delays in state funding. To address these issues, the central government has initiated measures like 50-year interest-free loans for capital projects, the establishment of State Programme Management Units, and the 'Nal Jal Mitra Programme' for local technical support.
States are also advised to adopt water recharge measures such as bore well recharge structures, rainwater harvesting, and rejuvenating existing water bodies in conjunction with other schemes like MGNREGS and the Integrated Watershed Management Programme. Out of 2.31 lakh villages reported as ‘Har Ghar Jal’, 1.28 lakh have been certified by their respective Gram Sabhas as of August 2024.
