Russian Foreign Minister Sergei Lavrov gave Ukraine an ultimatum on Monday to fulfil Moscow's proposals, including surrendering territory Russia controls, or its army would decide the issue, a day after President Vladimir Putin said he was open to talks. FIGHTING
