President Joe Biden proposed a three-phase plan aiming for a ceasefire, releasing hostages, and rebuilding Gaza. Kirby emphasized the importance of continuing dialogue despite significant challenges.

Hamas has softened some demands, whereas Israeli Prime Minister Netanyahu insists on protecting Israel's right to resume fighting. Recently escalated violence has resulted in significant casualties on both sides, intensifying pressure for an agreement.
