Emergency services have been deployed across the affected areas, notably in Saratov and Engels, which are key cities several hundred kilometers southeast of Moscow. Engels hosts a strategic bomber military base that Ukraine has targeted multiple times since Russia's full-scale invasion commenced in February 2022.
