Disciplinary Hearing Against GPAA CEO Kedibone Madiehe Gets Underway

A disciplinary hearing into the conduct of Government Pensions Administration Agency (GPAA) Chief Executive Officer Kedibone Madiehe commenced today, following the conclusion of forensic investigations into alleged governance and financial irregularities within the agency.
Madiehe was placed on precautionary suspension in August amid allegations of what the National Treasury at the time described as serious misconduct relating to high-value procurement transactions.
Forensic Investigations Concluded
According to the National Treasury, the forensic investigations into allegations of governance irregularities and financial misconduct have now been finalised. Madiehe has been formally provided with the investigative findings and the related charges, which form the basis of the disciplinary proceedings.
“The public and other stakeholders are advised that the proceedings are being conducted in strict accordance with South African labour legislation and established internal protocols,” Treasury said.
To protect the integrity of the process and ensure fairness, Treasury confirmed that the detailed terms of reference and full investigative reports will not be made public at this stage.
“This is to safeguard the legal integrity of the hearings and to ensure that the rights of the suspended CEO are not unduly prejudiced,” the department explained.
Suspension and Governance Framework
Madiehe was suspended by Finance Minister Enoch Godongwana in line with President’s Minute No. 191 of 2025 and the applicable Disciplinary Code for Senior Management Services.
The Treasury emphasised that the action forms part of broader efforts to uphold accountability and ethical governance within public institutions, particularly those entrusted with managing public funds and pensions.

“The Ministry and the GPAA leadership remain committed to transparency and the restoration of ethical governance,” the department said.
It added that the primary objective of the disciplinary process is to ensure full accountability and to restore confidence in the governance and administration of the GPAA, which plays a critical role in managing government employee pensions.
Further details are expected to be communicated once the disciplinary process reaches appropriate stages, in line with legal and procedural requirements.
