Fidan's visit comes ahead of a NATO summit and responds to Kyiv's April request for Turkey to mediate at the leaders' level. Turkey has navigated its relationship with both Moscow and Kyiv since Russia's 2022 invasion.
Ahead of meeting with Russian officials, including Foreign Minister Sergei Lavrov and President Vladimir Putin, Fidan will warn against further Black Sea escalation and propose a ceasefire on ports. Turkey's diplomatic efforts also target developments in the South Caucasus.
