ECI Rolls Out QR Code Photo ID Cards for Counting Centre Security

In a significant move to bolster security at counting centers, the Election Commission of India (ECI) announced the introduction of a QR code-based Photo Identity Card system. This system, part of the ECINET framework, aims to prevent unauthorized access and will be operational from May 4, 2026, during the General Elections in Assam, Kerala, Tamil Nadu, West Bengal, and Puducherry, as well as in by-elections in seven Assembly Constituencies across five states.
The ECI emphasized the strategic importance of this initiative, which complements over 30 other reforms introduced in the past year. The new system involves a three-tier security check. Initially, Photo Identity Cards issued by the Returning Officer will be verified manually at the first two security levels. The final security check, adjacent to the counting hall, mandates entry exclusively via successful QR code scanning.
Authorised personnel, such as Returning Officers, Assistant Returning Officers, counting staff, and media, will receive these QR-based identity cards. Additionally, media facilitation centers will be established near counting halls to ensure seamless operations for accredited journalists, who will gain entry based on pre-issued authority letters. ECI urges district officials to streamline the system's implementation to guarantee a transparent and efficient electoral process.
