AB 3211 has been overshadowed by another AI bill, SB 1047, which has drawn criticism from the tech industry, including OpenAI. SB 1047 requires developers to conduct safety tests on specific AI models.
The significance of AB 3211 is particularly pointed in an election year, as countries representing a third of the world's population are heading to the polls. The bill has passed the state Assembly and Senate Appropriations Committee, awaiting a vote by the full state Senate before reaching the governor's desk.
