An NIA court has declared Dr Muzaffar Ahmad Rather a proclaimed offender in connection with a white collar terror module. The module, busted by Srinagar police, was linked to a car blast near Delhi's Red Fort in November. Dr Rather, who is believed to be in Afghanistan, is required to appear before the court by January 28, 2026.
The module came to light following an investigation into threatening posters found in Bunpora, Nowgam, leading authorities to Al Falah University in Haryana. There, Dr Muzzafar Ganaie and Dr Shaheen Sayeed were arrested, and 2,900 kg of explosives were seized. The core group allegedly included Dr Ganaie, Dr Umar Nabi, and Dr Muzaffar Rather.
Section 84 of the Bharatiya Nagarik Suraksha Sanhita outlines the procedure for declaring someone a proclaimed offender when they evade warrants. The process includes public announcements, notices at the person's residence, and possible newspaper notices.
