President Droupadi Murmu on Tuesday addressed officer trainees of the 79th batch of the Indian Revenue Service (Income Tax) at Rashtrapati Bhavan, emphasizing the critical role of direct taxation in strengthening India’s economic growth, governance, and the vision of Viksit Bharat.
The trainees, currently undergoing induction training at the National Academy of Direct Taxes (NADT), Nagpur, called on the President as part of their official training programme. The group also includes two officer trainees from the Royal Bhutan Service, reflecting continued institutional cooperation between India and Bhutan in administrative training.
Direct Taxes Key to National Development
In her address, President Murmu highlighted the central role of direct taxes in financing national development. She noted that a strong and reliable tax system enables governments to invest in essential sectors such as infrastructure, education, healthcare, and social welfare programmes.
“A fair and transparent tax system fosters equity and strengthens the foundation of inclusive and sustainable growth,” the President said.
Direct taxes constitute a major share of India’s government revenues, supporting large-scale development initiatives and welfare schemes that benefit millions of citizens.
IRS Officers Play Strategic Role in Financial Integrity
The President emphasized that the responsibilities of Indian Revenue Service officers extend far beyond tax collection. She noted that modern tax administration requires advanced analytical capabilities to track complex financial activities.
According to her, IRS officers play a crucial role in:
-
Analyzing complex financial transactions
-
Tracing illicit financial flows across borders
-
Uncovering intricate corporate structures
-
Ensuring compliance within India’s financial system
Their expertise, she said, makes them indispensable partners in India’s journey towards becoming a developed nation.
Balancing Enforcement with Facilitation
President Murmu advised the young officers to adopt a balanced and responsible approach while performing their duties. She stressed that effective tax administration requires a blend of enforcement and facilitation.
“A prudent officer balances enforcement with facilitation, authority with humility, and technological capability with human sensitivity,” she told the trainees.
Such an approach, she noted, would help build trust between taxpayers and the government, improving compliance while maintaining fairness in the system.
Upholding Constitutional Values
The President also urged the trainees to remain guided by constitutional values, integrity, and professionalism throughout their careers.
She advised them to exercise their authority with humility, restraint, and a deep commitment to justice, ensuring that their decisions are efficient, transparent, and based on a sound understanding of evolving business processes.
Training at National Academy of Direct Taxes
The National Academy of Direct Taxes (NADT) in Nagpur serves as the premier training institution for officers of the Indian Revenue Service (Income Tax). The academy provides comprehensive training in areas such as tax administration, financial investigation, international taxation, and digital tax systems.
The interaction with the President forms an important part of the trainees’ exposure to the constitutional framework and governance values guiding India’s civil services.
