In a major step toward strengthening India’s public healthcare delivery and digital health ecosystem, the National Health Authority (NHA) convened a high-level two-day Chintan Shivir to review progress and define the future roadmap for Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) and the Ayushman Bharat Digital Mission (ABDM).

Held under the aegis of the Ministry of Health and Family Welfare, the Shivir brought together senior officials from the Centre and States, reflecting a coordinated national effort to drive technology-enabled, inclusive, and resilient healthcare systems.

Vision: From Curative to Preventive and Predictive Healthcare

Addressing the inaugural session, Maharashtra’s Minister of State for Public Health, Smt. Meghana Sakore Bordikar emphasised the need for a preventive, inclusive, and technology-driven healthcare model, highlighting growing initiatives in women’s health and the integration of digital tools and artificial intelligence.

Major Announcements: Strengthening Digital Health Infrastructure

The first day of the Chintan Shivir saw several key policy and institutional initiatives:

  • Compendium of Guidelines released to standardise AB PM-JAY implementation across States

  • NHCX Strategy Paper unveiled to build a unified, interoperable health claims ecosystem

  • ABDM Index Reference Guidebook launched to assess State-level progress

  • NHA Digital Health Academy introduced to develop a skilled healthcare workforce

  • MoUs signed with CHAKRA and NABH to strengthen training, research, and institutional capacity

These initiatives aim to streamline processes, improve coordination, and accelerate adoption of digital health systems nationwide.

Technology at the Core: AI, Data Analytics, and Auto-Adjudication

A central theme of the Shivir was the integration of advanced technologies into healthcare delivery. Key focus areas included:

  • Artificial Intelligence (AI) for diagnostics and healthcare management

  • Auto-adjudication of claims to ensure faster, transparent processing

  • Advanced data analytics for real-time monitoring and decision-making

  • Scaling up digital health platforms for seamless service delivery

Officials highlighted that digital tools are enabling efficient, scalable, and transparent implementation of health schemes.

Transforming Claims Processing with NHCX

The National Health Claims Exchange (NHCX) was identified as a transformative reform, aimed at unifying and standardising the fragmented claims ecosystem.

Its implementation is expected to:

  • Reduce delays in claim settlements

  • Improve transparency and accountability

  • Enable interoperability across insurers, hospitals, and governments

States were urged to accelerate adoption to maximise its impact.

Enhancing Accessibility Through Digital Platforms

The Shivir also showcased citizen-centric innovations such as:

  • The Ayushman App

  • A WhatsApp chatbot for beneficiaries

These tools have significantly improved ease of access, enabling millions of beneficiaries to avail services more efficiently.

States Share Best Practices and Innovations

State governments played a key role in the deliberations:

  • Andhra Pradesh showcased innovative use of AI in healthcare

  • Maharashtra highlighted progress in AB PM-JAY, MJPJAY, and ABDM implementation

The platform enabled States and Union Territories to exchange best practices, reinforcing cooperative federalism in healthcare governance.

Focus on Financial Efficiency and Accountability

A dedicated session on fund utilisation emphasised:

  • Timely release of funds

  • Optimal utilisation

  • Adherence to NHA guidelines

This is aimed at ensuring accountability and improving outcomes in scheme implementation.

Building a Future-Ready Healthcare Ecosystem

Key initiatives such as SAHI and BODH were highlighted as enablers of the next phase of ABDM, strengthening India’s digital health architecture and supporting long-term scalability.

The launch of the Digital Health Academy further underscores the government’s commitment to building a future-ready healthcare workforce, capable of leveraging emerging technologies.

The Chintan Shivir sets the stage for deeper deliberations on outcomes, innovation, and data-driven governance, with discussions continuing into the second day.
