Congress contends that PM Modi has not fulfilled this demand, arguing that the reservation bill, passed by the Rajya Sabha in 2010, has since been obstructed in the Lok Sabha. While initially backed by BJP leaders like Arun Jaitley, who deemed the bill 'historic,' the current government appears hesitant.
