Delhi to Initiate Digital System for Civic Penalties

The Municipal Corporation of Delhi (MCD) plans to introduce a digital system for administering and collecting civic infraction penalties as part of the Jan Vishwas Act, 2026. This initiative aims to streamline the process with a modified MCD 311 app and a digitized backend portal for efficient enforcement.

The Municipal Corporation of Delhi (MCD) is preparing to launch a digital system aimed at facilitating the issuance and collection of fines for civic violations, following the Jan Vishwas Act, 2026. Officials shared that the digital solution includes updates to the 'MCD 311' app and a new backend portal for issuing real-time penalties.

According to an MCD official, a meeting was held to explore transitioning to a fully digital process, covering notice issuance and fine collection digitally. Field officers will gain the authority to carry out inspections and impose penalties on the spot, supported by digital evidence collection.

Offenders not complying with penalties will face adjudication, with possible seizure of properties for recovery. The initiative follows the decriminalization of minor offenses under the Jan Vishwas Act, replacing previous criminal procedures with fines.

MCD's directive empowers officers in various departments to act as adjudicators. Higher penalties and digital operations aim to overcome past enforcement challenges due to limited resources and low fines, such as the previous Rs 50 penalty for leashless dog walking. The new approach hopes to enhance compliance and ease of enforcement alongside operational clarity and infrastructure development.
