ADB Approves $110M Loan to Modernize Gujarat's Workforce and Industrial Edge

In a major push to enhance Gujarat’s global competitiveness and industrial leadership, the Asian Development Bank (ADB) has approved a $109.97 million results-based loan to support the Government of Gujarat’s ambitious Skills Development Program. The initiative is a cornerstone of the state’s broader vision to become an international industrial hub, driven by a high-performing and technologically adept workforce.
Led by the Labor, Skill Development and Employment Department of Gujarat and implemented in close partnership with Kaushalya: The Skill University (KSU), the program aims to modernize the technical and vocational education and training (TVET) system, transforming it into a dynamic, scalable model that addresses the demands of India’s fast-evolving economic landscape.
A Results-Based Blueprint for Scalable Change
What sets this initiative apart is its implementation through a results-based lending (RBL) modality, an innovative financial instrument that ties ADB disbursements directly to the achievement of tangible developmental outcomes. This ensures accountability, incentivizes performance, and drives systemic transformation.

To maximize impact, the program targets seven critical sectors identified as drivers of Gujarat’s industrial future:

Training centers and curricula will be designed in close coordination with industry stakeholders to ensure that graduates are equipped with market-aligned, future-oriented skills. This will include the adoption of frontier technologies such as artificial intelligence (AI), Internet of Things (IoT), and robotics—positioning Gujarat’s workforce at the cutting edge of global innovation.
Strengthening the Backbone: Mega ITIs and Centers of Excellence
A major component of the initiative includes the upgradation of 11 mega Industrial Training Institutes (ITIs) across the state. These ITIs will be equipped with state-of-the-art facilities and faculty trained in advanced teaching methods and emerging tech applications.
Further, the program will establish centers of excellence linked to KSU and operate a hub-and-spoke model that partners with private training providers, scaling access to high-quality education throughout the state.
These structural enhancements will foster greater industry-academia collaboration, encourage curriculum innovation, and catalyze the emergence of Gujarat as a center of skill excellence not just nationally, but globally.
Building an Inclusive, Equitable Labor Force
One of the program’s standout features is its focus on inclusive development. Special attention will be given to increasing female participation in technical disciplines and boosting the enrollment of socioeconomically disadvantaged groups, particularly in engineering and emerging technology trades.
By 2030, the program aims to:

Graduate at least 60,000 students with advanced, industry-ready skills

Provide 175,000 disadvantaged individuals with upskilling and reskilling opportunities

Significantly increase the representation of women in STEM-related fields
These goals resonate with the National Education Policy (NEP) 2020 and align with the Gujarat Skills Development Plan (2025–2030), reinforcing India’s strategic focus on equitable, employment-oriented education.
