The European Investment Bank (EIB) has signed a €40 million financing agreement with the City of Naples to support a wide-ranging programme focused on urban regeneration, affordable housing, public infrastructure and climate transition initiatives.

The funding forms part of a broader investment programme worth approximately €95.6 million and will help the city implement key priorities outlined in its Three-Year Investment Programme for 2025–2027 and its long-term development strategy focused on creating a fairer, more sustainable and attractive urban environment.

Planned projects include the construction of affordable housing, energy-efficiency upgrades for public buildings, improvements to public spaces and measures designed to strengthen climate resilience across different parts of the city. City officials say the investment will accelerate efforts to improve quality of life while helping Naples address growing social and environmental challenges.

Affordable housing and public services at the heart of the plan

A major portion of the programme will focus on social housing, with new affordable rental homes planned in the districts of Pianura and Chiaiano. Existing housing stock will also be upgraded to improve living conditions and incorporate sustainability measures. The initiative aims to support social inclusion while encouraging community development in suburban areas. Alongside housing investments, the programme includes upgrades to schools, social facilities, sports infrastructure and other public buildings that provide essential services to residents.

New cultural facilities, including theatres and libraries, are also part of the investment package. City leaders believe these projects will contribute to stronger communities and create more opportunities for residents across different neighbourhoods.

Naples Mayor Gaetano Manfredi said the agreement represents an important step toward building a more equitable and sustainable city while preserving its unique identity and responding to the needs of local communities.

Historic centre and climate goals receive major support

The financing will also support restoration work within Naples' historic centre, one of the city's most valuable cultural assets. Planned interventions are designed to protect architectural heritage while maintaining the area's original character and urban identity. Additional investments will focus on green spaces, renewable energy projects, sustainable mobility and the modernisation of public services. These measures are intended to help the city reduce environmental impacts while improving resilience to climate-related challenges.

The new operation builds on previous cooperation between the EIB and Naples, including a 2018 agreement that supported sustainable transport improvements through the purchase of metro trains, energy-efficient public lighting systems and road safety upgrades. It also complements recent EIB-backed initiatives to support reconstruction and safety measures in the Phlegraean Fields area and on the island of Ischia.

Officials say the latest financing package will help Naples move forward with projects that combine urban renewal, social development and environmental sustainability, creating long-term benefits for residents while preparing the city for future challenges.
