This announcement comes as Ukrainian President Volodymyr Zelenskiy pushes for a peace plan scheduled for November.
Last month, a first summit on Ukraine was held in Switzerland with the participation of delegations from 92 countries. However, Russia was not invited to the event and dismissed it as a waste of time.
