The third workshop on enhancing Mongolia’s national E-Business platform was held on 4 November 2025, bringing together representatives from five ministries, 30 government agencies, IT experts, and social partners. The event, jointly organised by the Ministry of Economy and Development (MED) and the International Labour Organization (ILO), marked another step toward modernising the country’s digital public services.

Platform Shows Strong Early Impact

Opening the workshop, N. Uchral, First Deputy Minister and Minister for Economy and Development, highlighted the rapid uptake and transformative potential of the system.

He noted that since its launch:

  • More than 1,000 new businesses have registered through the platform

  • Over 40,000 unique users have accessed E-Business services

  • Interest from entrepreneurs and civil servants continues to grow

Uchral emphasised that the upcoming E-Business 2.0 upgrade would significantly expand the platform’s role in enterprise development and help move Mongolia closer to a robust, integrated digital governance model.

Strengthening Coordination and Reducing Informality

The new version of the platform aims to improve coordination across agencies, making it easier for businesses to navigate essential government procedures such as licensing, registration, taxation, and compliance.

A key policy goal is reducing Mongolia’s high rate of labour informality—currently affecting more than 40% of the workforce. By streamlining services and improving transparency, officials expect E-Business 2.0 to make formal business registration more attractive and accessible. This would support:

  • A broader and fairer tax base

  • Better social protection coverage

  • More predictable and competitive conditions for enterprises

The initiative is fully aligned with Mongolia’s national programme, “Increasing exports, facilitating trade, and improving the business environment,” approved by the Government.

Workshop Sessions Focused on Regulations and Digital Solutions

Participants engaged in interactive sessions to identify regulatory barriers that hinder business growth. Presentations also showcased potential digital innovations that could support inclusive economic development, including:

  • Automated service processing

  • Integrated data-sharing among ministries

  • User-friendly interfaces for SMEs and start-ups

  • Digital tools to support rural and remote entrepreneurs

Civil servants demonstrated strong commitment, with high participation levels showing unified momentum toward administrative modernization.

Call for Continued Collaboration

Representatives from ministries, agencies, and social partners stressed the importance of sustained cooperation to ensure that E-Business 2.0 delivers concrete benefits for citizens and enterprises.

With ongoing collaboration, the upgraded platform is expected to become a central driver of Mongolia's digital transformation—simplifying business operations, promoting transparency, and supporting long-term economic development.
